The white line spacer started in 1951. Your gun certainly must have a Ballard style rifled barrel if it does not have 16 lands and grooves that is found in the Micro-Groove barrel. With a 4 digit ser # your going to be on the low end of those dates. Since you rifle does not have the HS prefix on the serial number it means it will not take the high speed .22 long rifle cartridges. That is a good question. According to a sheet, that gives production numbers made each year, for each Model 39A made from 1952 to 1975. According to your gun, someone miscounted.
